We are seeking a senior-level Billing Engineer / Quantity Surveyor to join our team at the Head Office in Shillong. The ideal candidate will be responsible for managing all quantity surveying and billing activities related to ongoing and upcoming government building construction projects executed across various scales.

Key Responsibilities

• - Prepare, monitor, and verify quantities based on drawings and site execution.
• - Prepare and review client bills (RA Bills) and ensure timely certification.
• - Prepare subcontractor and vendor bills, ensuring proper documentation and reconciliation.
• - Work with project teams to maintain updated BOQs, rate analysis, and cost estimates.
• - Prepare and monitor variation claims, deviation statements, and extra item justifications.
• - Validate work-in-progress and reconcile with contractors and consultants.
• - Ensure strict compliance with government project billing formats, CPWD/MoRD/State PWD standards.
• - Liaise with clients, third-party consultants, and site teams for billing-related matters.
• - Provide support in project budgeting, tender quantity vetting, and cost control measures.
• - Keep records for audits, inspections, and departmental reviews.

Candidate Requirements

• - Bachelor's or Diploma in Civil Engineering.
• - Minimum 10 years of hands-on experience in billing and quantity surveying for government or public sector building projects.
• - Sound knowledge of contract terms, CPWD specifications, and public works procedures.
• - Proficiency in AutoCAD, MS Excel (advanced), and ERP software (if applicable).
• - Strong interpersonal and documentation skills.
• - Experience handling multiple projects and coordinating with diverse stakeholders.

Location & Working Environment

• Based at our Head Office in Shillong, occasional site visits if required. Reports directly to the Senior Management / Project Director.
