PROCUREMENT MANAGER/SR. MANAGER COAL FOR STEEL MANUFACTURING - RANCHI , JHARKHAND

Job Description:

Role Summary:

The Coal Procurement Manager / Senior Manager is responsible for end-to-end coal sourcing and procurement operations to ensure uninterrupted fuel supply for BFCL’s manufacturing units. The role involves domestic coal procurement through linkages, e-auctions, and open market purchases, vendor and transporter management, contract negotiations, logistics coordination, and cost optimization. The position works closely with operations, PPC, finance, and logistics teams to ensure quality, quantity, and timely availability of coal at optimal cost.

Key Responsibilities:

1. Coal Procurement & Sourcing

- Manage end-to-end procurement of coal from domestic suppliers, subsidiaries, traders, and through e-auctions.

- Plan and execute coal sourcing strategies to ensure continuous and reliable supply.

- Finalize procurement volumes based on production requirements and inventory norms.

- Monitor coal quality, GCV, size, moisture, and compliance with contractual specifications.

2. Contracting & Commercial Negotiation

- Negotiate coal purchase contracts, rates, delivery terms, and commercial conditions with suppliers.

- Finalize MoUs, annual rate contracts, and spot purchase agreements.

- Ensure compliance with agreed Incoterms and payment terms.

- Evaluate supplier performance and manage contract renewals.

3. Logistics & Rake Coordination

- Coordinate with railways, MGR operators, transporters, and logistics partners for rake planning and movement.

- Manage rake placement, loading, dispatch, and receipt at plant locations.

- Ensure timely unloading and minimize demurrage and detention charges.

- Plan road transportation for last-mile delivery from sidings to plant.

4. Inventory & Supply Planning

- Maintain optimal coal inventory levels based on consumption and lead times.

- Prepare monthly and quarterly coal requirement and procurement plans.

- Align procurement schedules with production and maintenance plans.

5. Cost Optimization & Market Intelligence

- Track coal market trends, pricing, and regulatory developments.

- Identify cost-saving opportunities through alternative sourcing and logistics optimization.

- Benchmark procurement costs against industry standards.

6. Vendor & Stakeholder Management

- Develop and maintain strong relationships with coal companies, traders, transporters, and railway officials.

- Resolve supply, quality, and delivery-related issues.

- Coordinate with internal stakeholders – Operations, PPC, Finance, and Stores.

7. Compliance & Documentation

- Ensure compliance with statutory norms, safety standards, and company procurement policies.

- Maintain accurate procurement records, invoices, weighbridge slips, and quality reports.

- Handle audits related to coal procurement and logistics.

8. MIS & Reporting

- Prepare daily, weekly, and monthly MIS on coal receipts, consumption, inventory, and costs.

- Present procurement performance reports and deviations to management.

- Track KPIs such as cost/MT, supply reliability, and inventory days.

Skills & Competencies:

- Strong knowledge of domestic coal procurement, e-auctions, and linkage mechanisms.

- Sound understanding of coal logistics, rake handling, and transportation.

- Excellent negotiation and commercial acumen.

- Strong analytical and problem-solving skills.

- Ability to manage multiple stakeholders and cross-functional teams.

- Proficiency in MS Excel and ERP / SAP preferred.

Qualification & Experience:

- Graduate in Engineering / Mining / Commerce (MBA preferred).

- Minimum 10+ years of relevant experience in coal procurement and logistics.

• Experience in power plants, steel plants, cement plants, or large manufacturing units preferred.
