HSE (Health, Safety & Environment) or Safety TPI (Third-Party Inspector)
Job Description:
1. Scope of Work (SOW)
a. Compliance & Monitoring
Ensure all site activities comply with local laws, standards (e.g., OSHA guidelines),
and project HSE plans.
Verify Permit to Work (PTW) system is properly implemented for high-risk activities
(e.g., hot work, working at height).
Monitor compliance with personal protective equipment (PPE) requirements.
b. Risk Assessment & Hazard Control
Conduct and review Job Safety Analysis (JSA) or Risk Assessments before work
starts.
Identify unsafe acts or conditions and ensure immediate corrective actions.
Recommend preventive measures for recurring safety observations.
C. Inspection & Verification
Perform regular site HSE inspections (daily/weekly/monthly) of work areas,
equipment, scaffolding, lifting devices, electrical installations, etc.
Verify that all tools and equipment have valid certifications and inspections.
Ensure emergency preparedness: fire extinguishers, first aid, muster points,
evacuation routes are in place and accessible.
d. Incident Management
Investigate accidents, near-misses, and unsafe conditions.
Prepare detailed incident investigation reports with root cause analysis and
corrective/preventive actions.
e. Documentation & Reporting
Preparation of necessary/required formats & checklists as per site requirements.
Maintain safety inspection checklists, reports, and photographic evidence.
Issue Non-Conformance Reports (NCRs) or Safety Observation Reports (SORs) for
violations.
Track and close out corrective actions within agreed timelines.
2. Requirements for HSE / Safety TPI
Desired Profile / Criteria / Skills :
a. Qualifications
Recognized HSE certifications.
An engineering or technical background is preferred for a better understanding of
construction/industrial processes.
b. Skills & Knowledge
Familiarity with project-specific HSE Management Plans and risk registers.
Knowledge of applicable safety codes & standards (OSHA, NFPA, ISO, local labor
laws).
Competence in incident investigation, hazard identification, and root cause
analysis..
Few Examples - Daily TPI Tasks on an Ongoing Site:
1. Conduct daily toolbox talks and coordination meetings.
2. Walk down active work areas to spot hazards.
3. Check that scaffolds/ladders/tools have valid tags and inspections.
4. Verify crane lifting plans and certifications before lifting operations.
5. Ensure all site specified safety procedures are followed.
6. Document and submit a daily safety observation report to the client.
