Job Summary:
We are seeking a qualified and proactive Senior Health, Safety & Environment (HSE) Engineer to lead safety planning, design integration, and field implementation for Green Hydrogen, Grey Hydrogen, Renewable Energy, and Industrial EPC Projects.
The role requires participation throughout the project lifecycle, from concept and design through construction, commissioning, and handover, ensuring compliance, prevention-oriented design, and a strong safety culture.
Key Responsibilities:
- HSE Integration During Design & Engineering Phase
- Participate in design safety reviews (HAZID, HAZOP, SIL, QRA) and identify safety-critical aspects during early engineering.
- Review layout drawings, P&IDs, and engineering documents for compliance with safety standards and ergonomic considerations.
- Develop and maintain Design Safety Philosophy, HSE Design Basis, and ensure adherence to applicable codes (OISD, NFPA, OSHA, IS, IEC).
- Evaluate vendor documents for safety compliance and ensure design accommodates safe operation, maintenance, and emergency response.
- Ensure incorporation of inherently safe design principles and provisions for emergency egress, access, and equipment spacing.
- HSE Management During EPC / Construction Phase
- Develop and implement project-specific HSE Plans, Emergency Response Plans, and Job Safety Analyses (JSA).
- Supervise and audit site HSE implementation, Permit To Work systems, confined space, hot work, and lifting operations.
- Conduct HSE induction, toolbox talks, and refresher trainings for employees and
- contractors.
- Monitor compliance with construction HSE standards, ensuring incident prevention, reporting, and investigation.
- Coordinate with contractors and project managers to maintain a safe work environment in line with statutory and client requirements.
- HSE Documentation & Compliance
- Prepare, review, and maintain all project-specific and statutory safety documentation, including:
- Plant Evacuation Plan
- Emergency Response Plan (ERP)
- Disaster Management Plan (DMP)
- Risk Assessment and HIRA Reports
- Safety Management Plan (SMP)
- Construction Environmental Management Plan (CEMP)
- Incident/Accident Reports and Investigation Findings
SOPS (Standard Operating Procedures) for critical activities, hazardous material
- handling, and emergency response.
- Ensure documentation and procedures align with ISO 45001, ISO 14001, and relevant local regulatory frameworks.
- Approve and audit contractor HSE documentation before mobilization.
- SOPs, Training, and Capacity Building
- Develop and standardize SOPs for site operations, emergency handling, and maintenance activities.
- Conduct training sessions for engineers, supervisors, and contractors on SOP adherence and safe work practices.
- Organize and lead mock drills, evacuation exercises, and safety awareness programs.
- Train and coordinate with incident controllers, emergency response teams, and first responders.
- Support creation of a centralized SOP and training repository for all ongoing and upcoming projects.
- Continuous Improvement & Lessons Learned
- Lead periodic HSE performance reviews and safety audits.
- Track HSE KPIs, conduct trend analysis, and develop action plans for improvement.
- Compile and disseminate lessons learned from incidents, near misses, and audits.
- Recommend engineering and procedural improvements for long-term HSE enhancement.
Required Qualifications & Skills:
- B.E./B.Tech in Mechanical, Chemical, Civil, Electrical, or Environmental Engineering with working in Safety Department.
- Minimum 5-10 years of experience in HSE management within EPC, Process, or Renewable Energy Sectors.
- Industrial Safety Certification (NEBOSH, IOSH, or Equivalent) required.
- Experience with design-phase safety (HAZOP, HAZID, QRA) and construction safety implementation.
- Familiar with Indian Factories Act, CPCB, OISD, OSHA, and Environmental Regulations.
Preferred Skills (Added Advantage):
- Experience in Green Hydrogen, Oil & Gas, or Chemical Process Plants.
- Proficiency in preparing SOPs, Evacuation and Emergency response documentation.
- Excellent communication, leadership, and coordination abilities.
- Knowledge of Incident Investigation and Root Cause Analysis Techniques.
