Job Description:
The Head of Purchase (HOD Purchase) in an integrated power plant/steel plant environment (including Steel Melting Shop/Direct Reduced Iron units) is a senior management role responsible for the strategic planning and execution of all procurement activities. This position ensures the timely, cost-effective, and quality-compliant acquisition of raw materials, capital goods, and services to support continuous operations in a heavy industrial setting. 
 
Key Responsibilities
  • Strategic Planning: Formulate and implement comprehensive purchasing strategies and policies aligned with overall business objectives, focusing on cost optimization, risk mitigation, and supply chain efficiency across power, SMS, and DRI operations.
  • Vendor Management: Identify, evaluate, and select reliable global and local suppliers and vendors. This includes negotiating contracts, terms, and pricing to establish long-term, mutually beneficial relationships while managing vendor performance and compliance with quality standards (e.g., BIS, ASTM/ASME codes).
  • Procurement & Sourcing: Oversee the entire purchase-to-pay (P2P) cycle, from requisition to payment authorization. This involves sourcing specific materials such as capital goods (boilers, pumps, compressors), structural steel, TMT, cement, electrical components (cables, switchgear), and general MRO (Maintenance, Repair, and Operations) items.
  • Cost Control & Budget Management: Manage purchasing budgets, track spending patterns, and identify opportunities for cost savings through strategic sourcing, bulk negotiations, and value engineering. The HOD is responsible for preparing budgets and forecasts for all purchasing activities.
  • Inventory Control: Collaborate with stores and production teams to monitor inventory levels, implement optimization strategies, and ensure the timely delivery of materials to avoid shortages or excess stock, thereby minimizing carrying costs.
  • Cross-Functional Coordination: Work closely with other department heads (Production, Quality Assurance, Finance, Projects, Engineering, and Logistics) to understand material requirements, align procurement plans with operational needs, and resolve any related issues.
  • Compliance & Risk Management: Ensure all procurement activities comply with relevant laws, regulations, ethical sourcing practices, and company policies. Proactively identify and mitigate supply chain risks, such as market fluctuations or supplier disruptions.
  • Team Leadership: Lead, mentor, and develop the purchasing team, setting departmental objectives and key performance indicators (KPIs) to drive continuous improvement and operational excellence. 
 
Required Qualifications and Skills
  • Education: A bachelor's degree in Supply Chain Management, Business Administration, Engineering (Mechanical/Metallurgy preferred), or a related field. A master's degree or professional certification (e.g., from The Chartered Institute of Procurement & Supply (CIPS)) may be advantageous.
  • Experience: Extensive proven experience (typically 15-20 years) in a senior purchasing or procurement role within a heavy manufacturing environment, preferably in the steel, power, or cement industries.
  • Technical Knowledge: Strong technical understanding of raw materials, equipment, and components used in power plants, DRI, and SMS processes.
  • Skills: Excellent negotiation, analytical, problem-solving, and leadership skills. Proficiency in procurement software and Enterprise Resource Planning (ERP) systems (e.g., SAP) is also essential.
