Position: DGM - Health & Safety
Location: Sachin - Surat
Experience: 25 - 30 Years

Responsibilities:
-
Strategic Planning
- Define Health & Safety strategy for the organization in compliance with HSE policy of the organization.
- Define acceptable risk limits for the organization.
- Organize Safety Committee Meeting (SCM) and implementing recommendations systematically by maintaining MOM and MIS.
- Safety culture – Define and develop safety culture in the organisation and at the sites.
- Emergency Preparedness
- Prepare and review of Emergency Preparedness Plan and carry out Mock drills & training for effective implementation to increase awareness and readiness among employees and workers in case of emergency.
- Provide safety advise/expertise in shutdown jobs with safe working method.
- Define and implement MIQA for each site (add unit head and mechanical head)
- Risk Assessment & Management
- Identify and define robust assessment plan and ensure that assessment of risk assessment is completed and findings of risk assessment are also completed.
- Timely highlight safety related issues and condition of Health & Safety standards in plants to the management.
- Analyse present practice and standards to be followed. Prepare action plan to fullfill the Gap.
- Safety Culture
- Strict Implementation of PPES usage by employees and workers in various hazardous activities in plants.
- Plan Health & Safety protocols for new projects and ensure successful implementation of the same..
- Coordinate with FMO for health monitoring and other occupational and general health related matters.
- Take initiatives in the matter of Health & Safety with an objective to upgrade the standards of Health & Safety in the organization.
- Maintain Safety Work permit system, other policies and procedures and policies related to safety. (Operation points add in routine points)
- Incident Investigation
- Encourage near miss reporting and their assessment.
- Oversee investigations into workplace incidents, accidents, near-miss and injuries.
- Identifying the underlying causes of incidents and implement corrective and preventive measures to avoid future occurrences.
- Prepare and maintain comprehensive documentation of incident investigations that outline the sequence of events, findings, contributing factors, and recommended actions.
- Documentation & Compliance
- Ensure zero notice penalty/penalties received due to non-compliance in safety.
- Coordinate and prepare legal documents for communication with Directorate of Industrial Safety & Health, Factory Inspector, Certifying surgeon, Local Fire Service, and other statutory authorities for approvals and license.
- Keep systematic records of all data (MIS) and documents as per legal requirements. Also, maintain and update regulatory register periodically.
- Handle and coordinate Safety audit, ISO Audit etc and maintain the record of the same. Ensure reduction in observations during external Health & Safety Audits.
- Process Safety
- Ensure process related Hazards of each product and process ensure that all cross- function teams are aware of this.
- Coordinate with Mechanical team to resolve MOC related issues for hazardous chemicals. If required, take help of third party also.
- Ensure development and implementation of robust process safety management system as per OSHA (All elements) & RC. Financial Implement effective Health & Safety measures as per the budget.
- People Develop and deliver safety training programs for employees.
- Ensure that all employees are aware about safety procedures and protocols.
- Ensure safe working environment in the organization and reduction in the first aid safety incidents.
Required Skills:
- Chemical Process Understanding:
- In-depth knowledge of the chemical processes employed in the unit. Understanding of the chemical properties, reactions, and potential hazards associated with the substances used.
- Regulatory Compliance:
- Expertise in safety regulations relevant to the chemical industry.
- Conversant with statutory requirements & compliance.
- Hazard Analysis and Risk Assessment:
- Proficiency in conducting hazard assessments and risk analyses for chemical processes.
- Implementation of risk reduction measures and control strategies.
- Emergency Response Planning:
- Knowledge of comprehensive emergency response plan to ensure effective response during emergency.
- Communication
- Clear communication of safety protocols and procedures.
- Audits & Evaluation:
- Hands on experience for external customer audits from MNC companies and well aware about the system and requirements of the MNCs apart from routine internal and external audits.
Required Qualification: - B.Sc/M.Sc/B.E/B.Tech - Chemical + ADIS/PDIS
