Job Description:
A Safety Engineer for a Pradhan Mantri Gram Sadak Yojana (PMGSY) road construction project ensures that all rural road construction activities adhere to strict health, safety, and environmental (HSE) standards, adhering to Ministry of Rural Development guidelines. They are responsible for conducting risk assessments, enforcing PPE compliance, and ensuring road safety for both workers and public users.
Key Responsibilities
- Risk Management & Site Inspection: Perform regular safety audits on site, identifying hazards related to hot bitumen handling, earthwork, and construction machinery, and implementing corrective actions.
- Compliance Monitoring: Ensure compliance with PMGSY technical specifications, OSHA standards, and environmental regulations.
- Incident Investigation: Investigate accidents and near-misses on-site, determining root causes and reporting them to the Project Implementation Unit (PIU).
- Safety Training: Conduct training programs for staff and laborers regarding PPE usage, traffic safety around worksites, and safe handling of hazardous materials.
- Traffic Management & Signage: Implement appropriate traffic signs and protective barriers during road construction to minimize public inconvenience and ensure worker safety.
- Documentation: Maintain safety records, audit reports, and incident logs for verification by State Quality Monitors (SQM) or National Quality Monitors (NQM).
- Emergency Planning: Develop and execute emergency response and evacuation procedures.
Required Skills and Qualifications
- Education: Bachelor’s degree in Civil Engineering, Safety Engineering, or Occupational Health and Safety.
- Experience: 3–5 years of experience, preferably in rural road construction, infrastructure development, or high-risk construction environments.
- Knowledge: Strong knowledge of HSE regulations, road construction methodologies, and hazard management in construction.
- Skills: Proactive hazard identification, strong communication skills, and ability to use safety data analysis tools.
Key PMGSY Context Requirements
- Traffic Management: Special focus on preventing injuries due to falling rocks in hilly terrain and managing traffic flow during road surfacing.
- Worker Safety: Strict enforcement of PPE (helmets, safety vests).
- Quality Coordination: Collaborating with PIU engineers and SQMs to maintain safety standards.
