Recruitment & Training Officer
Job Description:
Job Purpose:
- Handle recruitment of seafarers
Relationships:
Hierarchical (control, guidance, supervised positions):
- Reports to: CS India GM
- Functional (cooperation, horizontal): internally with all teams and departments’ heads; externally with MHRD and CMA Ships as well as third parties as required
Key Responsibilities
- To strictly follow all Company procedures, guidelines and mandatory regulations
- To manage the training of the company’s seafarers in accordance with Client Training Matrix.
- To manage training centres in coordination with MHRD / CSS.
- To conduct interviews for recruitment of Engine / Deck Seafarers.
- To validate the trainers and improve their skills where appropriate.
- To ensure that all training syllabus are reviewed and updated.
- To analyse CES results and subsequent action plans to close gaps.
- To implement Ship Manager’s Cadet program according to CMA Ships Singapore’s requirements.
- To act as a local cadet training co-ordinator according for CMA Ships Singapore.
- To assist CMA Ships Singapore with preparation of the annual training budget and its application.
- To establish and follow a process which ensures Senior Officers are assessed and (if necessary) approved by the Client in time.
- To check and approve all third-party training related invoices.
- To monitor the KPIs, trends, data analysis and prepare respective weekly, monthly or quarterly reports which would reflect the status.
- To work closely with Crewing Operations in order to ensure a sufficient supply of qualified crew in the pool.
- To assist the Company’s management by providing ad hoc data analysis / reports / presentations.
- To perform ad hoc tasks as requested by the Talent Development Manager.
Performance indicators:
- KPI for recruitment
- Quality of applicants
- Data quality recorded in crewing software by planning team
Performance Evaluation:
- Annually / Biannually
Minimum Qualifications
- Ideally Certificate of Competency holder.
- Bachelor’s degree, preferably in business or maritime related discipline
- Sufficient knowledge of mandatory STCW certification and Flag States’ requirements
- Proficiency in MS Office applications
- Proper command of English, both written and spoken
Experience
- Three years of the same or relevant experience
- Supervisory role experience would be an advantage
- Experience in the shipping industry as a seafarer would be an advantage
