Role Overview:

The Business Development Manager – Payroll Managed Services is responsible for driving new client acquisition across the UAE and GCC for OPS payroll outsourcing and managed services.  The role requires a consultative hunter who can create opportunities, engage senior decisionmakers such as CFOs and HR Directors, and position OPS as a trusted partner by addressing payroll risk, compliance, accuracy, and operational efficiency. The individual will build and manage a qualified pipeline from prospecting to closure and ensure a smooth handover to operations.  Success depends on strong payroll understanding, disciplined execution, and consultative selling aligned with operational delivery. 

Key Responsibilities (Summary)

1. New Business Development

  • Identify and engage target companies (50+ employees) in UAE/GCC.
  • Build pipeline through LinkedIn, networking, referrals, events, and partnerships.

2. Consultative Sales

  • Conduct structured discovery to understand payroll processes, risks, and inefficiencies.
  • Position OPS payroll managed services as a solution to compliance, accuracy, and operational challenges.
  • Build clear, credible business cases for outsourcing payroll.

3. Proposals & Commercials

  • Prepare proposals and pricing in line with OPS guidelines.
  • Ensure accurate scoping and commercial discipline.
  • Manage negotiations while protecting margin and service feasibility. 

4. Presentations & Solution Selling

  • Lead client presentations and service walkthroughs.
  • Clearly explain OPS service model, compliance structure, implementation approach, and governance.
  • Collaborate with Operations where deeper technical input is required.

5. RFP & Procurement Support

  • Respond to RFPs, RFIs, and vendor onboarding processes.
  • Manage structured procurement cycles and compliance documentation.

6. CRM & Pipeline Management

  • Maintain accurate pipeline tracking in CRM.
  • Update opportunities, next steps, forecasts, and activity logs.
  • Provide regular pipeline updates and visibility to management.

7. Handover to Operations

  • Deliver complete and structured handover for all won clients.
  • Ensure full clarity on scope, payroll structure, compliance needs, timelines, and risks. 
  • Avoid any misalignment between sales commitments and operational delivery.

  • UAE / GCC market experience  

Experience Required

  • 5–8 years in B2B sales or business development.
  • Experience in payroll outsourcing, HR outsourcing, or professional services.
  • Strong UAE market exposure and access to senior decision-makers.
  • Experience managing structured sales cycles and complex deals.
  • Strong proposal writing and presentation capability.

For Dubai office:  Visa/Medical Insurance/Annual Ticket/Gratuity….leaves as per UAE Law ( benefits are self only)

Salary:
AED 16,000 (space of negotiation) + commission

  • Industry: Preference with payroll knowledge and outsourcing  background and someone who is very proactive  and do not wait for the leads to come through Marketing……
  • Location: Dubai
  • Nationality: Candidate needs to be in Dubai. Preferred Arab Speaker but ok with other Nationalities as well.
