1. Purpose of Role
Manage and drive the end-to-end liaisoning and statutory approval lifecycle for residential and commercial real-estate projects in Mumbai. The Liaison Officer will coordinate submissions, scrutiny,
authority queries, approvals, renewals and MahaRERA requirements; maintain complete approval documentation and trackers; and work closely with government authorities, consultants and internal
stakeholders to support timely, compliant and uninterrupted project execution.
2. Key Accountabilities
2.1 Statutory, Municipal & Project Approvals
• Manage the end-to-end approval lifecycle including document preparation/coordination, application, submission, scrutiny, follow-up, query resolution, approval, amendment, renewal and
record closure.
• Coordinate project-specific municipal and statutory approvals including IOD, CC/amended CC, plinth-level permissions/CC, concessions, NOCs, OC/BCC and other approvals applicable to the project stage and development scheme.
• Track approval dependencies against project milestones and proactively escalate delays, deficiencies or regulatory risks that may affect design, construction, sales, handover or project timelines.
2.2 Government Authority & NOC Liaisoning
• Directly liaise and attend meetings/scrutiny with MCGM/BMC, MHADA (where applicable), Fire Brigade/CFO, MPCB, BEST/MSEDCL (as applicable), Traffic Police, Tree Authority, Airport/AAI,
Collector/Revenue authorities and other competent authorities/agencies relevant to the project.
• Coordinate applications, clarifications, site/record requirements, inspections and NOCs with the respective authorities and ensure timely closure of observations and conditions.
• Maintain professional, transparent and compliant interaction with authorities and ensure all liaisoning is undertaken strictly through authorised and documented processes.
2.3 MahaRERA Coordination & Regulatory Compliance
• Coordinate end-to-end MahaRERA requirements including project registration, updates, modifications, extensions, prescribed quarterly/annual compliance inputs and responses to authority queries.
• Collect and coordinate required information/certifications from Projects, Architecture, Legal, Finance, Sales/CRM and external consultants for accurate and timely MahaRERA submissions.
• Track MahaRERA commitments, validity, conditions and submission timelines and escalate any compliance gap or dependency to Management.

2.4 Approval Documentation, Scrutiny & Query Resolution
• Ensure drawings, forms, undertakings, certificates, title/legal inputs, technical documents and supporting records required for approvals are complete, consistent and submission-ready.
• Coordinate scrutiny comments, deficiency letters, observations and authority queries with architects, liaison architects, structural, MEP/fire, legal and other consultants; follow through until satisfactory closure.
• Maintain organised physical and digital approval files, sanctioned plans, permissions, NOCs,
correspondence, challans, receipts and authority records with proper version control and retrieval.
2.5 Consultant & Internal Stakeholder Coordination
• Coordinate with architects, liaison architects, structural consultants, MEP/fire consultants,
advocates, approval consultants and other specialists to secure required submissions, certifications and closures within agreed timelines.
• Work closely with Projects, Architecture/Design, Legal, Finance, Sales/CRM and Management to align approval requirements with design, construction, commercial, customer and regulatory
milestones.
• Communicate approval conditions, restrictions, dependencies and changes to relevant internal stakeholders so that execution remains aligned with sanctioned/approved requirements.
2.6 Approval Tracker, MIS, Renewals & Cost Coordination
• Maintain a comprehensive approval/NOC tracker capturing authority, application/submission date, current status, query/observation, dependency, responsible stakeholder, target date,
validity/renewal date and escalation status.
• Provide periodic approval MIS and exception reports to Management, highlighting upcoming milestones, overdue actions, critical-path approvals, renewals and regulatory risks.
• Coordinate statutory fees, premiums, challans and related payment documentation with Finance/Management; financial sanction and payment authorisation will remain with the
designated approving authority.
2.7 Compliance Governance & Project Support
• Ensure approvals, submissions and liaisoning activities are carried out in accordance with
applicable regulations, sanctioned plans, approval conditions and organisational governance
requirements.
• Support authority inspections, site visits, hearings/meetings and document verification by ensuring required records, consultants and internal stakeholders are available.
• Monitor regulatory/approval changes relevant to assigned projects and promptly communicate implications, required actions and risks to Management and concerned teams.
• Perform other project liaisoning, approval, regulatory or authority-coordination responsibilities assigned by Management from time to time.

Effective follow-up with authorities/consultants/internal teams; scrutiny meetings and inspections coordinated; dependencies clearly owned and escalated; approval conditions communicated to
execution teams.

Approval MIS, Validity & Renewal Control

Approval/NOC tracker current and accurate; upcoming expiries/renewals identified in advance; periodic MIS/exception reporting timely; no avoidable lapse due to missed tracking.

Compliance & Documentation Governance

Complete and retrievable approval records; sanctioned plans/NOCs/correspondence/challans maintained; authorised process adherence and no avoidable compliance deviation attributable to liaisoning control.

4. Candidate Profile
4.1 Experience :
• 4 - 6 years of relevant liaisoning/approval experience with real-estate developers, liaison/architectural consultants or comparable organisations in Mumbai/MMR.
• Hands-on exposure to municipal/statutory approvals and NOCs for residential/commercial development; experience across greenfield and/or redevelopment projects is preferred.
• Practical experience coordinating with government/municipal authorities, consultants and internal project teams, with strong understanding of approval documentation, scrutiny, follow-up and closure processes.
• Working exposure to MahaRERA project coordination, compliance inputs, updates/modifications/extensions and authority-query handling is required.
4.2 Educational Qualification :
• Graduate or Diploma holder; qualification/background in Civil Engineering, Architecture or a related technical is preferred.
• Working knowledge of real-estate approval documentation, municipal processes, MahaRERA requirements and relevant project/NOC coordination.
• Good proficiency in MS Office, Excel, email, document management and approval/MIS tracking.
