Roles and responsibilities
position is responsible for compiling job cost estimates, preliminary turnaround and/or project budgets, cost tracking, forecasting; and financial reporting.
Duties:
•Develop job cost management execution plan
•Assist to establish and maintain Project Cost Control procedures.
•Assist to establish and maintain work breakdown structure (WBS), including AFE and cost centre numbers, to control and report costs at agreed levels.
•Provide support to Project Engineers to establish and maintain up to date Authorization for Expenditure (AFE) documents.
•Establish and maintain financial cash flows for the Project, in line with the agreed WBS.
•To assist lead cost engineer to monitor actual versus planned expenditures and produce cost forecasts to provide timely notification of potential over/under runs.
•To assist lead cost engineer to produce Monthly cost reports, giving planned, actual and forecast costs, for all elements of the Project, in line with the agreed WBS
•Coordinate all Project CAPEX and OPEX budget submissions.
•Prepare and monitor accruals and ensure that they are correctly controlled against budgets and AFE’s.
•Prepare and maintain log for Contractor invoices and ensure that these are properly cost coded prior to approval by the responsible Senior Management.
•Review & audit contractors’ cost management procedures & reports.
•Assist in preparing Performance Card
•Establish Cost Breakdown Structure (CBS) and integrate with WBS.
•Develop preliminary turnaround or project cost from job estimates.
•Develop average job cost rates for estimating, if required.
•Verify other committed cost information against Contract Value.
•Enter all project committed cost data into cost tracking system
•Adjust forecast to reflect change orders and other variances
•Collect and enter all committed costs – labor, equipment, and materials
•Analyze cost data and forecast final cost per project by work done by Contractor
•Report turnaround and project actual vs. baseline cost status as required
•Report earned value per Contractor and identify trends that impact the final cost per Project.
•Prepare final cost report to JOTC as required.
•Providing specialist estimating, budgeting and cost control advice and support to the teams within Projects in the challenge and analysis of commitments, expenditure and forecasts
•Preparing and delivering budget, forecast and expenditure information to the Senior Management
•Delivery of quality reports to Projects Engineers and to the Team Leaders/Superintendents of the Division.
•Highlighting in a timely manner, the areas of concern for potential cost overruns or under-spends, recommending actions or solutions where possible with the aim of maintaining expenditure within budget
•AFE control and reporting to Senior Management
•Promotion of cost consciousness amongst budget users within the changing environment of procedures and processes.
Qualifications:
- Bachelor's degree in Instrument Engineering or a related field.
- 10+ years of hands-on experience in Process/ chemical plant(Refinery petrochemical) work within Oil & Gas Refineries.
