Roles and Responsibilities
Job Description: Tender and Bid Specialist (Lead Proposal Engineer)
Responsibilities:
- Tender Document Review and Assessment: Analyze and assess all tender documents, including Invitations to Tender (ITT) and Requests for Proposals (RFP), to determine project feasibility and requirements.
- Bid Preparation and Scheduling: Develop detailed bid preparation schedules, ensuring alignment with project timelines, milestones, and deliverables.
- Tender Meetings and Internal Coordination:
- Convene and facilitate internal tender meetings to identify and assign key personnel responsible for specific activities.
- Collaborate with stakeholders across various departments to assess the feasibility of submitting bids within fixed timelines.
- Clarifications and Site Visits:
- Prepare and submit technical and commercial clarification requests to clients.
- Attend tender clarification meetings and conduct site visits to understand project requirements and constraints.
- Proposal Management and Coordination:
- Coordinate with all proposal teams and departments to ensure timely completion of activities.
- Resolve any issues that arise during the bid preparation process and facilitate regular discussions with internal departments to ensure accurate input collection.
- Request for Quotations (RFQs) and Supplier Management:
- Prepare RFQs for sub-suppliers and package vendors.
- Evaluate supplier quotations, third-party offers, sub-contract proposals, and delivery timelines.
- Project Execution Planning:
- Develop execution methodologies and project execution plans, including detailed schedules and resource allocation.
- Risk Assessment:
- Conduct comprehensive risk assessments to identify potential project risks and develop mitigation strategies.
- Cost Estimation:
- Collaborate with various discipline departments to prepare cost estimates.
- Compile and finalize the overall project cost estimates, including all discipline costs, vendor packages, sub-contracting, engineering, procurement, site facilities, travel, expediting, inspection, vendor, third-party services, taxation, and insurance costs.
- Proposal Preparation:
- Prepare comprehensive technical and commercial proposals that align with client requirements, including project execution plans, organization charts, technical write-ups, bank guarantees, commercial and technical qualifications, and responses to client post-bid queries.
- Post-Tender Activities:
- Respond to post-tender clarifications and engage in contract negotiations upon award.
- Review and negotiate contracts to ensure alignment with organizational objectives and client requirements.
- Project Execution Support:
- Assist the project management and procurement teams during project execution to ensure contract compliance and successful project delivery.
