Job Description:
The job description for a Purchasing Officer involves acquiring necessary goods, materials, and services, evaluating vendors, negotiating contracts, and managing inventory to ensure cost-effectiveness and timely delivery for the organization, with specific responsibilities tailored to the industrial context of a power plant or an organization like SID.
Core Responsibilities
- Sourcing and Procurement: Identify, research, and evaluate potential suppliers and vendors (local and international) for raw materials, equipment, spare parts, and services required for power plant operations or SID's functions.
- Vendor Management: Develop and maintain strong relationships with vendors. This includes assessing supplier performance, conducting audits, and resolving issues related to quality, delivery, or discrepancies.
- Negotiation and Contracts: Compare and evaluate offers, negotiate contract terms, pricing, and service level agreements (SLAs) to secure the most favorable deals and achieve cost savings.
- Purchase Order (PO) Management: Prepare, issue, and manage purchase orders accurately. Track orders, expedite urgent requirements, and ensure timely delivery to avoid operational delays.
- Quality Assurance and Compliance: Ensure all purchased goods and services meet the required technical specifications, quality standards, and relevant regulatory requirements (e.g., industry standards like ISO 9001).
- Inventory and Logistics Coordination: Monitor stock levels, collaborate with warehouse and planning teams to forecast demand, and manage the logistics of shipments, including customs and delivery to the final location.
- Cost Analysis and Reporting: Conduct cost analyses, manage budgets, track expenditures, and prepare reports on purchases, cost savings, and supplier performance for management review.
- Cross-functional Collaboration: Work closely with finance, engineering, operations, and maintenance teams to understand their procurement needs and align purchasing strategies with overall business objectives.
Industry-Specific Duties (SID/Power Plant)
- Sourcing and managing suppliers for heavy machinery, specialized power generation equipment, fuel, and MRO (maintenance, repair, and operations) supplies.
- Familiarity with specific purchase terms and conditions applicable to the energy sector (e.g., INCOTERMS).
- Managing procurement risks related to supply chain disruptions, geopolitical changes, or material scarcity affecting plant operations.
- Coordinating with plant engineers and maintenance teams for equipment repairs, scheduled maintenance, and capital purchases.
Key Skills and Qualifications
- Education: A Bachelor's degree in business, supply chain management, logistics, or a relevant engineering field is often preferred.
- Experience: Prior experience in a purchasing or procurement role, ideally within an industrial, manufacturing, or power generation environment, is beneficial.
- Skills:
- Strong negotiation, analytical, and problem-solving skills.
- Proficiency in procurement software and Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle).
- Excellent communication and interpersonal skills to build relationships with both internal teams and external vendors.
- Strong organizational skills and attention to detail for managing contracts and documentation.
