Job Title: Head – Tendering (EPC Projects – Waste Management)
Department: Tendering
Location: BEIL - Pune
Reports To: Director – Projects / CEO
Educational Qualification: B.E./B.Tech in Civil Engineering
Experience: Minimum 15–20 years (preferably in EPC Waste Management or Environmental Infrastructure Projects)
Salary: No bar for right candidate
Job Purpose:
To lead the tendering and estimation function for Engineering, Procurement, and Construction (EPC) projects in the waste management sector. This includes municipal solid waste (MSW), waste-to-energy (WTE), landfill development, leachate treatment systems, and related environmental infrastructure. The role involves managing all pre-contract activities and ensuring timely, accurate, and competitive bid submissions.
Key Responsibilities:
Tender & Bid Management
- Identify and analyze new EPC tender opportunities in solid waste management and environmental infrastructure.
- Review tender documents including technical specifications, BOQs, general & special conditions, and commercial terms.
- Prepare and drive the bid plan, assigning responsibilities and timelines across departments (technical, legal, finance, procurement, etc.).
- Prepare bid summaries, risk analysis, and final bid documentation for management approval.
Cost Estimation & Strategy
- Develop detailed cost estimates for civil, mechanical, and electrical works related to waste processing plants, sanitary landfills, composting facilities, WTE plants, etc.
- Prepare project cash flows, costing sheets, and resource plans.
- Formulate pricing strategies to ensure competitiveness and profitability.
Vendor, OEM & Subcontractor Coordination
- Liaise with OEMs, technology partners, vendors, and subcontractors to obtain technical and commercial offers.
- Evaluate proposals and integrate the best options into the final bid.
- Ensure all quotations are technically compliant and commercially optimized.
Client & Consultant Interface
- Participate in pre-bid meetings, technical discussions, and clarification sessions.
- Engage with government departments, urban local bodies, and consultants to understand requirements and enhance proposal strength.
Risk, Compliance & Documentation
- Perform risk assessments related to technical specifications, project execution, environmental norms, and legal clauses.
- Ensure bid documents meet tender compliance and regulatory standards (SWM Rules, CPCB/PCB norms, etc.).
- Maintain proper documentation and records of all bid activities.
Team Leadership & Development
- Lead, train, and mentor a team of estimation engineers and tendering professionals.
- Foster a high-performance and deadline-driven culture within the team.
Key Skills & Competencies:
- In-depth knowledge of Waste Management EPC Projects – MSW, RDF, WTE, composting, landfilling, and STP/ETP plants.
- Strong understanding of CPHEEO, SWM Rules 2016, and environmental compliance.
- Proficient in quantity take-offs, rate analysis, and cost modeling.
- Hands-on experience with estimation tools and MS Excel/Primavera/MS Project.
- Excellent communication, negotiation, and interpersonal skills.
- Strong leadership and team management capabilities.
- Commercial acumen with a strategic approach to pricing and risk.
