Job Description:
Purpose /Role of the job:
- To customize and facilitate end-to-end HR, IR and Administration function at plant for employee engagement, development & productivity improvement with sustainable Industrial Relations adhering to the Industrial and Labor Laws as applicable to the plant.
Key Responsibilities:
- Industrial Relation:
- Upward / Downward internal communication for maintaining transparent IR system within the frame work of policy of the management from time to time. Implementing corporate HR practices & policies at plant.
- Union handling – To maintain relationship between management and union, establishing harmonious IR at the plant.
- Timely statutory compliances under applicable Labour Laws within district jurisdiction and Govt. inspections therein.
- Liaison with Factory Inspector office and to represent the organization before various Govt. Regulatory Authorities associated with Employment and labour regulations, Civic and other Authorities at district level.
- Employee Grievance handling and handling of shop floor issues.
- Preparation of plant details in support of strategic long-term wage settlement negotiation process with union.
- Matters related to discipline & Disciplinary Actions.
- Handling of labour court matters in close coordination with the Advocate(s) of the company.
2. Support to Corporate Human Resource:
- Manpower management within the HR policy framework.
- Implementation of Training programs of corporate HR for Employees skill and knowledge development.
- Maintaining of employees training records as per the ISO standard.
- Recruitment process at plant up to middle level employees in coordination with corporate HR within the framework of company policy.
- Employees’ life cycle process: joining to separation.
- Coordination of payroll process with corporate HR for plant employees.
- Maintaining of database for HRIS / MIS reports.
- HR / ISO Audits.
3. Contract Labor Management
- Contractors contract / work order administration
- Enforcing and controlling on contractors timely statutory compliances under the Minimum Wages Act, Contract Labour (R&A) Act, EPF Act, ESI Act, Payment of Wages Act, Factories Act etc
- Monitoring timely wages payment, remittance of statutory dues and submission of statutory returns.
- Inculcating discipline and work culture among the unorganized work force.
- Communication to the contractors and problem solving of user department & service provider
4. Public Relations & liaison
- Establishing and maintaining harmonized public relations with the neighbours, surrounding industries and villagers.
- Establishing and maintaining of relations with Gram Panchayat, Local Police Dept., Govt. administrative head of Taluka & District (Dist. Collector, Mamlatdar) and local political leaders.
- Executing of welfare activities at local community at plant.
- Proposing plant specific CSR initiatives to the management.
- Payment of land revenue & taxes to the Govt.
5. Facility Management:
- Monitoring of statutory and non-statutory welfare facilities and amenities.
- Controlling time keeping functions within the framework of prevailing rules & regulations.
- Controlling and monitoring of plant Security System and arrangement.
- Maintaining of plant O.H.C. and services of part time Factory Medical Officer for pre-employment, routine and annual health check-up of all employees as per provisions of factory act and rules.
- Effective administration of communication medium i.e. EPABX, Land Lines and its monthly payments.
- Provide & Maintain office equipment, Furniture & fixture, Staff transports, hygiene and housekeeping, postal and courier service, gardening and green belt within factory premises.
- Review of the performance of various service providers/contracts and report to the management.
- Financial approvals for administrative expenses.
- Extend support to other departments in the matters of safety and environmental aspects and communication to the workforce.
6. Security Focal Point:
- Co-ordination of security activities in conjunction with the Site Management and local Safety Health and Environment (SHE) Manager.
- Development and supervision of the site security plan and any associated procedures, systems or equipment.
- Management of external security service providers.
- Liaison with local security agencies and monitoring local security risks.
