Job Description:
The Fire & Safety Officer is responsible for identifying, evaluating, and mitigating fire hazards within the steel plant, ensuring 100% compliance with statutory safety regulations, and leading emergency response actions to prevent injuries and property damage. The role involves overseeing high-risk areas like blast furnaces, oil cellars, coal storage, and electrical substations.
Key Responsibilities
1. Emergency Response and Preparedness (30%)
- Respond to emergencies: Act as incident controller or lead crew during fire incidents, explosions, or hazardous gas leaks (e.g., Carbon Monoxide) in the plant.
- Conduct Mock Drills: Organize regular fire drills, mock evacuations, and rescue exercises, including special drills for confined spaces and working at heights.
- Rescue Operations: Act as primary responder for fire, rescue calls, and medical emergencies.
2. Inspection and Maintenance (25%)
- Equipment Upkeep: Inspect, test, and maintain fire detection systems, alarm systems, sprinklers, hydrants, fire tenders, and firefighting tools (hoses, extinguishers).
- Hot Work Monitoring: Supervise cutting, welding, and grinding activities; issue fire permits and ensure fire watch presence.
3. Risk Management and Prevention (20%)
- Risk Audits: Perform Daily/Weekly safety walkthroughs of high-risk areas (blast furnaces, coke ovens, induction furnaces, rolling mills).
- Hazard identification: Identify fire hazards related to extreme heat, molten metal/slag, electrical sparks, and dust.
- Contractor Safety: Monitor contractor adherence to fire safety protocols during shutdowns and breakdowns.
4. Training and Education (15%)
- Safety Induction: Conduct fire safety training sessions for new employees and contractors.
- Worker Education: Train floor staff on the P.A.S.S. technique (use of extinguishers) and emergency exit protocols.
5. Documentation and Compliance (10%)
- Reporting: Investigate fire incidents to determine root causes and submit detailed reports to management.
- Regulatory Liaison: Ensure compliance with the Factories Act 1948, Petroleum and Explosives Safety Organization (PESO), and National Building Code.
Required Qualifications and Skills
- Education: B.E./B.Tech in Fire Technology & Safety Engineering, or a Diploma in Industrial Safety from recognized institutes (e.g., NFSC Nagpur, IPS Indore, CUSAT).
- Experience: 2–8 years in an integrated steel plant, heavy manufacturing, or oil & gas sector.
- Certifications: NEBOSH, IOSH, or OSHA certification is preferred.
- Skills:
- Proficiency in SCBA (Self-Contained Breathing Apparatus) and firefighting equipment.
- Understanding of gas safety (CO poisoning) and molten metal risks.
- Good written and spoken English for reporting and communication.
- Physical Fitness: Must be physically fit and capable of working at heights or in confined spaces, medically certified.
Steel Plant Specific Focus Areas
The officer must pay special attention to:
- Liquid Metal Splashes: Explosive reactions when molten metal meets moisture.
- Confined Spaces: Gas pipelines and hoppers.
- Electrical Hazard: Dust ingress into electrical enclosures causing sparks.
- Hot Work: Maintenance needs causing ignition in non-production areas.
