Job Description:
The Senior HR Officer (or Assistant Manager - HR/IR) acts as the primary link between the manufacturing workforce, unions, and senior management. They are responsible for the entire employee lifecycle, from recruiting skilled technical staff to managing the contractor workforce, ensuring statutory compliance, and maintaining shop-floor discipline. 
 
Key Responsibilities
1. Industrial Relations (IR) & Union Management (Critical) 
  • Union Negotiations: Lead or assist in negotiations with labor unions regarding charters of demands, wage agreements, and working conditions.
  • Grievance Handling: Resolve employee disputes, grievances, and disciplinary issues promptly to maintain industrial peace and prevent work stoppages.
  • Liaisoning: Maintain active liaison with Factory Inspectors, Labour Commissioners, police, and local government bodies. 
     
2. Statutory Compliance & Legal Adherence
  • Factory Acts: Ensure 100% adherence to the Factories Act (1948), Minimum Wages Act, Contract Labour Regulation & Abolition (CLRA) Act, and other state-specific labor laws.
  • Contract Labour Management: Manage contractor onboarding, document verification, and medical/safety clearances. Track contractor billing, attendance, and wage payments (EPF, ESIC, Bonus).
  • Audit & Reporting: Oversee statutory audits, maintain mandatory factory registers, and file monthly/annual returns. 
     
3. Talent Acquisition & Plant Operations
  • Manpower Planning: Develop recruitment strategies to fulfill manpower needs for production, maintenance, and quality teams.
  • End-to-End Recruitment: Manage recruitment for both blue-collar (operator) and white-collar (staff) positions.
  • Onboarding & Induction: Conduct in-depth induction programs focusing on company policies and safety procedures. 
     
4. Performance Management & Training
  • KPI Management: Implement and monitor KPI/KRA-driven performance appraisal systems for plant staff.
  • Safety Training: Coordinate safety training, technical skill training, and compliance workshops to minimize accidents and improve productivity. 
5. Administration & Welfare
  • Time & Attendance: Oversee biometric attendance systems, shift management, and overtime tracking.
  • Facility Management: Supervise security, housekeeping, canteen services, and transport.
  • Employee Engagement: Drive engagement activities to increase employee morale in a high-intensity work environment. 
     
Required Qualifications
  • Education: MBA/PGDM in HR/Personnel Management, or Master of Social Work (MSW/MLW). A law degree (LLB) is highly preferred.
  • Experience: 5–10 years of experience in HR & Admin, with at least 3-5 years specifically in a heavy engineering, steel, or metal manufacturing plant.
  • Knowledge: Deep knowledge of Indian labor laws, Factory Act compliance, and Contract Labour Regulations.
  • Skills: Strong conflict resolution skills, negotiation ability, proficiency in SAP/HRIS systems, and MS Office.

  • Zero non-compliance legal notices.
  • Reduced turnover rate of skilled labor.
  • Timely contractor bill settlement.
  • Zero or low-level industrial disputes/stoppages.
