Job Description:
A Safety Officer in a steel fabrication plant is responsible for developing, implementing, and enforcing occupational health and safety (OHS) policies to prevent accidents and injuries in a high-risk manufacturing environment. They ensure compliance with local and national regulations (e.g., OSHA, Factories Act) and foster a "safety-first" culture among staff and contractors.
Key Responsibilities & Duties
- Risk Assessment & Hazard Identification: Conducting daily/weekly plant inspections, Job Safety Analyses (JSA), and Hazard Identification and Risk Assessment (HIRA) to identify hazards related to machinery, welding, lifting, and hazardous materials.
- Compliance & Enforcement: Ensuring adherence to safety protocols, including machine guarding, lockout/tagout (LOTO) procedures, and electrical safety.
- PPE Management: Enforcing the correct use of Personal Protective Equipment (PPE) (welding helmets, eye protection, safety shoes, etc.) and monitoring inventory.
- Incident Investigation: Investigating accidents, near misses, and injuries, conducting root cause analysis, and implementing corrective actions to prevent recurrence.
- Training & Education: Conducting safety inductions for new hires/contractors, toolboxes talks, and fire safety/emergency response drills.
- Documentation: Maintaining safety records, incident reports, safety training documentation, and compliance registers as per regulatory requirements.
- Safe Operating Procedures (SOPs): Reviewing and updating safety SOPs and ensuring proper storage and disposal of hazardous waste.
- Emergency Preparedness: Developing and testing emergency evacuation plans and managing first aid facilities.
- Contractor Safety: Reviewing subcontractor safety programs and monitoring their compliance on-site.
Required Qualifications & Skills
- Education: Bachelor’s degree in Engineering (Safety/Mechanical) or a Diploma in Industrial Safety.
- Certifications: NEBOSH, IOSH, OSHA, or state-approved safety certifications.
- Experience: 5+ years of experience in safety management, preferably in steel manufacturing or heavy engineering plants.
- Technical Knowledge: Deep understanding of OHSA standards, welding safety, structural stability, and industrial hygiene.
- Skills: Strong communication (to deliver training), report writing, problem-solving, and leadership skills.
- Physical Ability: Ability to work in a demanding manufacturing environment.
Targeted Duties for Steel Fabrication
- Confined Space Monitoring: Supervising work inside tanks, boilers, or welding areas.
- Lifting & Rigging Safety: Certifying and inspecting overhead cranes and heavy lifting equipment.
- Welding/Hot Work Safety: Managing permits and inspecting hot work areas for fire hazards.
- Machine Guarding: Ensuring all cutting and fabricating machines have appropriate guards.
