Job Description:
An HR Head for a steel pipes company directs the entire human capital strategy and plant operations. Key duties include manpower planning, union negotiations, statutory compliance, and payroll. Core Responsibilities
1. Talent Acquisition & Management
- Manpower Planning: Forecast hiring needs for white-collar (engineers, managers) and blue-collar (welders, machine operators, helpers) roles based on plant capacity and production shifts.
- Onboarding & Training: Manage induction programs, role-specific technical training, and mandatory plant safety modules.
- Performance Management: Develop Key Performance Indicators (KPIs) and execute the performance appraisal system for all staff. [1, 2, 3, 4, 5]
2. Industrial & Employee Relations
- Union Liaison: Act as the primary negotiator with labor unions and worker committees to maintain a peaceful, strike-free environment.
- Grievance Resolution: Resolve conflicts, handle disciplinary actions, and facilitate fair hearings or domestic inquiries.
- Culture & Engagement: Foster a motivated workforce through reward programs, safety incentives, and employee welfare activities. [1, 2, 3]
3. Statutory & Labor Compliance
- Regulatory Adherence: Ensure strict compliance with the Factories Act (1948), Contract Labour Act, Payment of Wages Act, Minimum Wages Act, and Workmen's Compensation Act.
- Social Security: Oversee statutory filings for Employees' Provident Fund (EPF), Employee State Insurance (ESI), Gratuity, and Bonus.
- Liaison: Coordinate directly with the Directorate of Factories and Labor Commissioners for license renewals and audits. [1, 2, 3]
4. Payroll & Time Office Management
- Time & Attendance: Oversee the time office for shift scheduling, leave tracking, and overtime (OT) computation.
- Payroll Processing: Manage monthly payroll, contractor wage disbursements, and incentive payouts.
- Compensation Structuring: Design competitive salary brackets, benefits packages, and allowance structures. [1, 2, 3]
Key Qualifications & Requirements
- Education: MBA (HR), Master of Social Work (MSW), or Post Graduate Diploma in Personnel Management & Industrial Relations (PGDPMIR).
- Experience: Typically 10 to 20+ years of progressive HR experience, with at least 5 years in a leadership role within heavy engineering, steel, or pipe manufacturing.
- Skills: Excellent negotiation, conflict resolution, and in-depth knowledge of local state labor laws. Proficiency in HRMS/ERP systems and MS Office.
