ROLE OVERVIEW
The Loan Processing & Underwriting Analyst supports the Processing and Underwriting department of a US-based SBA Certified Development Company. This is the most analytically demanding of the three offshore analyst roles and covers two connected workstreams: pre-qualification and intake operations (document receipt, compliance screening, Ventures loan input) and financial underwriting support (spreading, global cash flow modeling, DSCR analysis, and credit memo drafting).
The role is built around a single operational discipline: delivering a clean, standardized pre-qualification and underwriting package to the CDC's Underwriting Officer every morning before the US business day begins. This requires strong financial analysis skills, attention to process detail, and the ability to work independently through structured analytical tasks to a consistent output standard.
KEY RESPONSIBILITIES
Pre-Qualification Intake & Compliance Screening
- Receive and organize incoming pre-qualification documents per the CDC's SharePoint naming convention. Complete intake checklist and confirm document completeness against the pre-qualification requirements list. Run SBA eligibility pre-screening: total net worth (TNW), average net income, CAIVRS check, SAM.gov debarment search, OFAC screening, CABER verification, and NAICS code confirmation.
Ventures Loan Input
- Enter pre-qualification data into Ventures, populating all required fields per the CDC's data entry standards. Ensure all data is entered completely and accurately before the morning handoff — the Underwriting Officer's first-morning review depends on a clean, complete Ventures record.
Financial Spreading — Business & Personal
- Spread business tax returns (3 years, all entities: 1120, 1120S, 1065) in Ventures or Excel as required. Abstract key financial metrics: revenue, expenses, net income, depreciation, officer compensation, distributions, and non-recurring items. Build the personal financial statement (PFS) spreadsheet across all guarantors. Compile the REO schedule with net equity calculations. Reconcile the debt schedule across all obligations. Flag discrepancies between tax returns, financial statements, and bank statements for the Underwriting Officer's review.
Global Cash Flow Modeling
- Build the global cash flow model across all guarantors and entities. Calculate DSCR at the project level and global level. Run year-over-year trend analysis: revenue growth, margin movement, leverage ratios. Confirm equity injection source and confirm funds. Draft the pre-qualification financial summary for the Underwriting Officer's review at the start of the US business day.
CRE & Project Underwriting Support
- Perform NOI underwriting for commercial real estate collateral: spread rent rolls and operating statements, apply market vacancy assumptions, and calculate stabilized and stressed NOI. Model DSCR at base and stressed scenarios (1.00x and 0.90x floors). Calculate LTV against appraised and as-stabilized value. Build project cost validation against contractor estimates. Assess equipment valuation and useful life for equipment-financed deals.
Credit Memo Drafting
- Draft the credit memo in the CDC's standard Word template, including borrower and guarantor narrative, business description and operating history, collateral analysis, loan structure and use of proceeds, financial analysis summary, risk factors with mitigants, and SBA project narrative. Run DSCR sensitivity analysis at base, 1.00x, and 0.90x stress scenarios. Prepare the loan committee package for the Underwriting Officer's review. All credit decisions and loan committee presentations remain onshore.
IRS & Tax Transcript Coordination
- Track outstanding IRS 4506-C transcript requests. Reconcile received transcripts against submitted tax returns. Flag discrepancies immediately to the Underwriting Officer — do not proceed with underwriting on unresolved transcript discrepancies.
Overnight Handoff Discipline
- Complete all assigned pre-qualification and underwriting packages by the end of the overnight shift. Prepare a clear end-of-shift summary: items completed, items flagged, items requiring Underwriting Officer input. The onshore officer's morning review begins at the start of the US business day — the offshore package must be ready and clearly organized before that point.
REQUIRED SKILLS & EXPERIENCE
- SBA 504 processing or underwriting knowledge — Working knowledge of SBA 504 loan structure, eligibility requirements (TNW, net income, NAICS, job creation), project cost categories, and collateral types (CRE, equipment). Familiarity with CAIVRS, SAM.gov, and OFAC screening as standard intake steps.
- Financial statement analysis — Proficient in spreading business tax returns (1120, 1120S, 1065) and personal financial statements. Able to calculate DSCR and global cash flow across multiple guarantors and entities. Comfortable with cash-back adjustments, non-recurring item normalization, and year-over-year trend analysis. Ventures experience is a strong advantage.
- CRE underwriting support — Experience with NOI modeling, rent roll analysis, and LTV calculation for commercial real estate collateral. Able to apply stressed scenarios and document assumptions clearly for the reviewing officer.
- Credit memo drafting — Able to draft structured credit memos using a standard template — not to make credit decisions, but to produce a well-organized, factually accurate document that the Underwriting Officer can review, amend, and approve efficiently.
- Process discipline & intake management — Comfortable managing document intake, naming, and folder organization to a defined convention. Understands that disorganized intake creates downstream errors in Ventures and in the submission package.
- Excel proficiency — Advanced Excel for building PFS spreadsheets, global cash flow models, REO schedules, and debt reconciliation. Ability to build and maintain structured analytical workbooks.
- Written English — Strong written English for drafting credit memo narratives, pre-qualification summaries, and escalation notes. Output must be clear and complete — the Underwriting Officer should not need to rewrite, only to review and approve.
PREFERRED BACKGROUND
- Prior experience in SBA 504 or SBA 7A loan processing or credit underwriting at a CDC, community bank, or non-bank lender
- Exposure to credit analysis workflows in a commercial real estate or equipment lending context
- Experience drafting or reviewing SBA credit memos or pre-qualification packages
- Familiarity with Ventures loan management and spreading system
- Experience with SharePoint document management in a loan operations environment
- Experience working within an overnight or offshore delivery model with US-based clients
