Job Description:
A Mining Land Manager for a steel company secures, oversees, and administers the vast real estate and mineral rights required for mining operations. They manage land acquisition, lease negotiations, government liaison, regulatory compliance, and conflict resolution to ensure uninterrupted raw material supply (like iron ore or coal) for steel production. Core Responsibilities
1. Land Acquisition & Lease Management
  • Acquisition: Lead efforts to acquire private, government, and community land for greenfield or expansion mining projects.
  • Leasing: Negotiate, draft, and finalize lease agreements, royalty terms, and surface rights with landowners and state authorities.
  • Database Administration: Maintain accurate, comprehensive records of all company-owned and leased property boundaries, demarcations, and assets. [1, 2, 3]
2. Regulatory Compliance & Statutory Approvals
  • Clearances: Facilitate statutory clearances including Environmental Clearances (EC), Forest Clearances (FC), Consent to Establish/Operate (CTE/CTO), and Mining Plan approvals. [1]
  • Liaison: Act as the primary interface between the steel company, the Ministry of Mines, Directorate General of Mines Safety (DGMS), and Indian Bureau of Mines (IBM). [1, 2]
  • Record Keeping: Ensure strict adherence to local, state, and national land use laws. [1]
3. Rehabilitation & Resettlement (R&R)
  • R&R Programs: Implement and oversee R&R policies for displaced communities, ensuring fair compensation and sustainable livelihood support. [1]
  • Community Relations: Build relationships with local communities, tribal councils, and Gram Sabhas to resolve disputes and secure a social license to operate. [1]
4. Legal & Risk Management
  • Dispute Resolution: Manage boundary disputes, title clearances, and any litigation pertaining to land ownership or property rights.
  • Contract Administration: Ensure timely renewals, terminations, and amendments of land and mineral contracts. [1]
Key Qualifications & Skills
  • Education: Bachelor’s degree in Mining Engineering, Law, Geology, or a relevant business/real estate discipline. [1, 2, 3]
  • Experience: Typically 8–15 years in land administration, Liaison, or Land Acquisition, Rehabilitation, and Resettlement (LARR) within the heavy industry, metals, or mining sectors. [1, 2, 3, 4, 5]
  • Expertise: Deep understanding of the Mines and Minerals (Development and Regulation) Act, land acquisition laws, and state-specific mining policies. [1, 2, 3]
