Job Description:

Role Overview:
The Head – Tendering & Pre-Contracts is a key leadership role responsible for leading the organization's tendering, estimation, and pre-contract activities. The role ensures the submission of technically sound, commercially competitive, and profitable bids while minimizing project risks. Working closely with Business Development, Design, Procurement, Finance, and Project teams, the incumbent will drive winning bid strategies, strengthen commercial processes, and support business growth. The role will also spearhead Dev Associates efforts to identify and capitalize on new business opportunities, strategic partnerships, and market opportunities.

Roles and Responsibilities:
Tendering & Bid Management


 Lead and manage the complete tendering lifecycle from opportunity identification through bids submission
 Review tender documents, drawings, specifications, BOQs, contracts, and commercial requirements
 Develop bid strategies to maximize project win rates while ensuring profitability
 Establish and implement bid/no-bid evaluation processes
 Ensure timely submission of technically compliant and commercially competitive proposals
 Coordinate with Design, Procurement, Finance, and Project teams during tender preparation Estimation & Cost Management
 Oversee preparation and validation of detailed cost estimates, BOQs, quantity take-offs, and rate analyses
 Drive value engineering initiatives to optimize project costs and enhance competitiveness
 Develop and maintain cost databases, historical benchmarks, and market intelligence
 Ensure pricing accuracy and alignment with organizational margin objectives Commercial & Risk Management
 Review contractual terms and commercial conditions associated with tender opportunities
 Identify commercial, financial, and execution risks and recommend mitigation measures
 Participate in commercial negotiations with clients, consultants, PMCs, vendors, and subcontractors.
 Ensure commercial viability of all bids prior to submission Vendor & Supply Chain Management
 Develop and maintain strategic relationships with vendors, suppliers, and subcontractors
 Obtain competitive pricing and commercial terms for project bids
 Monitor market trends, material costs, and labor rates to maintain pricing competitiveness Client & Business Development Support
 Represent the organization in pre-bid meetings, client presentations, and negotiations
 Build strong relationships with clients, consultants, architects, PMCs, and industry stakeholders
 Support Business Development initiatives through commercial inputs and proposal strategies Team Leadership
 Lead, mentor, and develop the Tendering and Pre-Contracts team
 Establish departmental KPIs and performance standards
 Drive continuous improvement, process optimization, and best practices across the function
 Foster collaboration between Tendering, Design, Procurement, and Project teams Reporting & Governance
 Prepare and present tender pipeline reports, bid status reports, and management dashboards
 Conduct win-loss analysis and recommend strategies to improve bid success rates
 Ensure compliance with organizational policies, procedures, and governance standards
 Provide regular market intelligence and competitor analysis to senior management

Qualifications:
 MBA from NICMAR / RICS preferred
 Graduate in Civil Engineering / Interior Designing / Architecture
 12–18 years of experience in Tendering, Estimation, Quantity Surveying, Commercial Management, or Pre-Contracts functions
 Minimum 5 years of experience in a leadership role managing Tendering/Pre-Contracts teams
 Proven experience in Interior Fit-Out, Design & Build, Construction, or Turnkey Contracting organizations
 Experience handling projects ranging from ₹5 Cr to ₹100+ Cr
 Strong exposure to Corporate Interiors, Commercial Offices, Hospitality, Retail Fit-Outs, and Design & Build projects
 PMP, RICS, or equivalent professional certifications will be an added advantage

Preferred Skills:
 Advanced in Cost Estimation and Quantity Surveying
 BOQ Preparation and Validation
 Commercial Management and Contract Review
 Value Engineering and Cost Optimization
 Procurement and Vendor Management
 Risk Assessment and Commercial Analysis
 Project Scheduling and Resource Planning
 Proficient in using software’s like AutoCAD, MS Office (Advance), ERP, Estimation and Cost Management Software
 PMP, RICS, or equivalent professional certifications will be an added advantage
