Reporting to: State Program Head – Project GANGA

Employment Type: Full-time (Regular/Consultant), Field-intensive


Role Summary


The Divisional Manager will be responsible for end-to-end execution of Project
GANGA within the assigned division, including identification, qualification,
recruitment, training, onboarding, and activation of Digital Service Providers (DSPs).
The role requires close coordination with District Magistrates (DMs), district
administration, and other government stakeholders, as well as internal teams
handling training, supply chain, FRTs, and finance.


Key Responsibilities


DSP Identification & Mobilization

Proven experience in working with government departments.
 Plan and execute divisional-level outreach programs for identifying potential
DSPs.
 Work with DMs, Skill Development offices, ITIs, CSCs, SHGs, and local
institutions to source candidates.
 Conduct divisional-level awareness camps, roadshows, and recruitment drives.
 Build and manage a DSP funnel (applications → screening → onboarding).
Screening, Qualification & Selection
 Oversee district-level screening camps.
 Ensure compliance with eligibility criteria and documentation.
 Validate KYC, address verification, and background checks.
 Recommend final DSP selections for central approval.
Training & Certification Oversight
 Coordinate with training teams to ensure all onboarded DSPs complete
mandatory training.
 Monitor batch planning, attendance, certification, and assessments.
 Ensure DSPs and their teams are field-ready.
Onboarding & Activation
 Ensure completion of all onboarding formalities (agreements, Joining kit, territory
mapping, dashboards).
 Coordinate provisioning of material kits, tools, and credentials.
 Track go-live milestones for each DSP.
Government Liaison & Coordination

 Act as the primary divisional interface with:
o District Magistrates, District administration, Police, Local bodies
o Skill development agencies
 Support district officials in reviews, inspections, and progress reporting.
 Ensure smooth inter-departmental coordination.
Execution Monitoring
 Track divisional KPIs:
o DSP onboarding, Network rollout, Employment creation, Household
connectivity

 Conduct weekly reviews with District Managers.
 Resolve bottlenecks in deployment, material flow, or approvals.
Compliance & Governance
 Ensure adherence to program SOPs.
 Ensure audit readiness.
 Address grievances and escalations.
Reporting & MIS
 Maintain real-time dashboards for the division.
 Submit weekly and monthly progress reports.
 Present data in government review meetings.
Key Performance Indicators (KPIs)
 Number of DSPs onboarded vs target
 Training completion rate, Activation rate of DSPs, Network rollout progress
 Employment created, District satisfaction score, Timeliness of reporting
Required Qualifications
Education
 Graduate in any discipline (Engineering, MBA, or Public Administration preferred)
Experience (Mandatory)
 8–12 years of experience in:
o Telecom / ISP / Infra rollout / Rural programs / Large field operations/CSC
