Position Summary
The Safety Officer will be responsible for implementing, monitoring, and enforcing Health, Safety & Environment (HSE) requirements during execution of brownfield pharmaceutical projects. The role ensures that construction, modification, installation, commissioning, and qualification activities are executed safely without impacting ongoing plant operations, GMP compliance, and regulatory standards.
Brownfield sites present high-risk interfaces with live manufacturing, therefore strong coordination, permit control, and contractor safety management are critical.
Key Responsibilities
- Site Safety Management
- Implement the project HSE plan, safety procedures, and safe work practices.
- Ensure compliance with:
- Local statutory safety regulations
- Factory rules and permit systems
- Pharma industry EHS standards
- Conduct daily safety surveillance across project areas.
- Ensure safe execution of:
- Civil and structural works
- Equipment installation
- Utility tie-ins
- Shutdown and startup activities
- Brownfield Risk Management
- Identify risks related to working inside operating plant.
- Ensure safe segregation between:
- Construction zone
- Production/GMP areas
- Manage risks related to:
- Hot work near live utilities
- Chemical exposure
- Confined space entry
- Electrical tie-ins
- Utility shutdowns
- Work at height in operating facility
- Review and approve Job Safety Analysis (JSA) and Method Statements.
- Permit to Work (PTW) Control
- Manage and monitor PTW system for:
- Hot work
- Height work
- Confined space entry
- Electrical isolation (LOTO)
- Excavation
- Chemical handling
- Ensure permits are:
- Properly issued
- Verified at site
- Closed after work completion
- Conduct random permit audits.
- Contractor Safety Management
- Conduct contractor safety induction and training.
- Verify contractor compliance:
- PPE usage
- Safety certifications
- Equipment inspection
- Conduct toolbox talks and safety briefings.
- Monitor contractor safety performance daily.
- Inspection & Audits
- Perform routine site inspections and safety walkthroughs.
- Identify unsafe acts/conditions and ensure corrective actions.
- Maintain safety observation and near-miss reporting system.
- Participate in internal and external safety audits.
- Incident Management
- Investigate:
- Accidents
- Near misses
- Unsafe conditions
- Conduct root cause analysis (RCA).
- Prepare incident investigation reports.
- Ensure implementation of corrective and preventive actions.
- Emergency Preparedness
- Support site emergency response planning.
- Conduct mock drills for:
- Fire
- Chemical spill
- Medical emergencies
- Coordinate with site EHS and emergency teams.
- Safety Documentation & Reporting
- Maintain project safety records:
- Daily safety reports
- Permit logs
- Training records
- Inspection reports
- Track and report:
- Manhours worked
- Safety KPIs
- Incident statistics
- Prepare weekly and monthly HSE reports.
- Coordination & Communication
- Work closely with:
- Project Manager
- Engineering teams
- Site EHS team
- Contractors and vendors
- Plant operations team
- Ensure safe planning of shutdown and tie-in activities.

Qualification & Experience
Education
- Diploma / Degree in Engineering or Science
- Diploma / Certification in Industrial Safety (mandatory)
Experience
- 5–10 years in construction/project safety
- Mandatory experience in brownfield projects
- Pharma / Chemical / API plant experience preferred
Required Skills
- Strong knowledge of:
- HAZOP / Risk Assessment
- LOTO and PTW systems
- Construction safety
- Pharma EHS requirements
- Excellent communication and contractor handling skills
- Ability to work in fast-paced project environment
