Job Description:

GM / Sr. GM – Plant HR (Compliance & Liaisoning)

Location: Plant Location

Reporting To: Plant Head / CHRO

Experience: 15–25 Years


Key Roles & Responsibilities

1. Statutory Compliance & Approvals

  • Handle Boiler Act compliance including:

    • NOC, approvals, inspections, renewals

    • Liaisoning with Boiler Inspectorate and concerned authorities

  • Manage end-to-end Environmental Clearance (EC) process:

    • Coordination with MoEF, SPCB, CPCB, and other regulatory bodies

    • Follow-up for approvals, amendments, renewals, and compliance submissions

  • Complete responsibility for CTE (Consent to Establish) and CTO (Consent to Operate):

    • Applications, renewals, modifications, and closure of non-compliances

  • Handle Borewell / Ground Water permissions:

    • NOC, approval, renewal, and compliance with Ground Water Authority norms

  • Manage Explosive Act compliance:

    • Licensing and renewals for HSD storage

    • Liaison with PESO and local administration

  • Oversee BIS certifications:

    • New certifications, renewals, audits, inspections, and corrective actions


2. Government & External Liaisoning

  • Act as the single point of contact with:

    • Local authorities

    • Police department

    • SDM, DM, and district administration

    • Courts, legal advisors, and government offices

  • Represent the organization during inspections, hearings, audits, and legal matters

  • Proactively manage relationships with local community, village bodies, and influencers

  • Handle sensitive issues, disputes, notices, and compliance-related escalations


3. Plant HR & Industrial Relations

  • Lead Plant HR operations, including:

    • Manpower planning

    • Employee relations

    • Discipline management

    • Union handling (if applicable)

  • Ensure compliance with Labour Laws & Factory Acts

  • Handle inspections by Labour, Factory, Safety, and Pollution authorities

  • Manage grievance handling and dispute resolution


4. Advisory & Leadership Role

  • Advise Plant Leadership on legal, statutory, and IR risks

  • Ensure zero disruption to plant operations due to compliance issues

  • Maintain high standards of ethics, governance, and regulatory discipline

  • Lead and develop the Plant HR team


Educational Qualification

  • Graduate in any discipline (Mandatory)

  • Post Graduate qualification preferred:

    • MBA / MSW / PGDM in HR / IR / Personnel Management

  • Additional certification in Labour Laws / Industrial Relations / Compliance is an advantage
