Job Description:
Manager/Dy. Manager of HR, IR, and Liaison is a mid-level HR role responsible for a broad range of human resources functions, including employee relationsindustrial relations, compliance with labor laws, recruitment, compensation, benefits, training, and government liaison activities. Key duties include developing and implementing HR policies, managing payroll, resolving conflicts, ensuring labor law compliance, liaising with government authorities and contractors, and fostering positive employee relations on the shop floor and office. 
Key Responsibilities
 
  • Human Resources Management:
    • Develop, implement, and update HR policies and procedures.
    • Oversee recruitment, selection, onboarding, and offboarding processes.
    • Manage employee benefits, compensation, and performance management systems.
    • Administer payroll and ensure payroll compliance.
    • Support and conduct employee assessments and training programs. 
  • Industrial & Employee Relations:
    • Foster positive employee relations, mediating and resolving conflicts.
    • Lead industrial relations strategies, especially in manufacturing environments.
    • Manage contractor compliance and labor relations.
    • Handle employee grievances and disciplinary matters. 
  • Liaison & Compliance:
    • Ensure strict compliance with labor laws and government regulations.
    • Liaise with government offices and local authorities regarding HR-related functions.
    • Handle relationships with contracted workers and partner organizations. 
  • Support & Strategy:
    • Support the Head of HR in strategic initiatives and day-to-day operations.
    • Prepare and analyze HR metrics and reports.
    • Conduct regular training for staff on internal policies.
    • Deputize for the HR Manager as needed. 
Required Skills & Competencies
 
  • Leadership and Communication:Strong communication and interpersonal skills to build relationships and manage conflict. 
  • Problem-Solving:Ability to identify problems, gather information, and develop effective solutions. 
  • Compliance & Knowledge:Thorough understanding of labor laws, government regulations, and HR best practices. 
  • Organizational Skills:Proficiency in managing processes, records, and implementing strategies within deadlines. 
  • Negotiation:Ability to negotiate and manage collective bargaining agreements where applicable.
